Chairman, President & CEO – Mr. Michael C. Rogers, MPP, JD.
Mr. Rogers has accumulated over 30 years of healthcare management experience from his prior executive level positions at large local health care organizations including the following: Executive Vice President for corporate services at MEDSTAR, the largest hospital system in the DC area with $3.5 billion in annual revenues, eight hospitals, 4,000 physicians, 25,000 employees and 25 other health related businesses. Mr. Rogers has also served as the Executive Director of Strategic Planning and Consulting Services for Kaiser Permanente for the Mid-Atlantic region, one of the largest healthcare insurer in the DC area, and Executive Director of The Metropolitan Washington Council of Governments (COG) where Mr. Rogers directed the assessment and improvement of public health programs for governments in the Washington D.C. area. He has led major divisions of healthcare companies with revenues as high as $3.5 Billion, and he has also directed the management and operations for a 35,000-employee government, while planning and administering a $5 Billion budget.
Mr. Rogers is a nationally recognized healthcare executive who drives the success of for-profit companies, not-for-profit organizations and government agencies. He is recognized for his broad strengths in strategic planning, management, financial management, operations and administration, healthcare management, HMO program management, marketing and business development, leadership development, contract negotiations, public policy, labor relations, government relations and advocacy, corporate relations and external affairs.
Mr. Rogers holds a J.D. degree from Georgetown University Law Center in Washington, DC, a Master’s in Public Policy from the University of Michigan, and a Bachelor of Arts in Political Science from Clark Atlanta University.
Ulysses Glen, MS – Director of Marketing and Provider Network Management
Mr. Glen is a Senior Management Consultant with 23+ years of prior experience in leading healthcare programs and governmental organizations. He is adept in new business operations, administrative services management, provider network management, marketing and promotion, physician recruitment, human resource leadership, and financial oversight of Federal mandated healthcare and social welfare programs (EBT, TANF, and Medicaid for several jurisdictions). Mr. Glen is well-versed in formulating budgets and forecasting, optimizing organizational performance, disaster recovery, financial analysis, management operations, and marketing strategies for many government agencies and healthcare insurance companies. He is an effective leader and communicator with a history of optimizing member/patient/client service and leading healthcare organizations and HMO’s to significantly outpace growth forecasts. From his prior positions, he has achieved ambitious patient/customer and member satisfaction and retention goals for Total Health Care Plan, Inc. of Cincinnati, Ohio and Blue Cross Blue Shield of Cleveland, Ohio.

Mr. Glen holds a Master’s of Accounting from Regis University in Denver, Colorado, and a Bachelor of Arts in Health Administration and Planning from the University of Cincinnati, Ohio.
James Belk – Director of Behavioral Healthcare Provider Management
Mr. Belk has accumulated over 12 years of prior experience in managing behavioral healthcare services as the Chief Operating Officer for PeachState Psychiatric Services, Inc. (PSP) in Atlanta, Georgia. PSP has over 10 offices in the Atlanta area with over 60 licensed psychiatrists, psychologists, licensed clinical social workers, advanced practicing nurses, licensed professional counselors, psycho therapists, and other behavioral healthcare specialists dedicated to outpatient and inpatient behavioral healthcare services and management.
As Chief Operating Officer of PSP and working in close collaboration with PSP’s Chief Medical Officer, Mr. Belk directed and oversaw all personnel in the following operational areas: human resources, practice administration, regulatory compliance, clinical credentialing, quality controls, governance, medical records management, contracting and procurement, financial management, information technology and facilities management. He has negotiated and managed provider contracts with commercial health insurance companies, the US Veterans Administration, the US Post Office, Medicaid, Medicare, State and Local Government agencies, and many Fortune 500 companies. Mr. Belk holds a bachelor’s degree in Business Management and Administration from Morehouse College in Atlanta, Georgia, and he has completed a certification in Project Management at Emory University in Atlanta, Georgia.
Dr. F. Joseph Briggs, DDS – Director of Dental Services Management and Dental Provider Services
Dr. Briggs has accumulated over 25 years of prior experience in providing dental services and dental group services management for adult and children patient populations and payers (including Medicaid, Medicaid HMO’s, Medicare, private healthcare insurance companies and self-payers) in Washington DC and surrounding areas.

Dr. Briggs holds a Bachelor’s Degree in Zoology from Southern University in Baton Rouge, Louisiana and Doctor of Dental Surgery (DDS) from Howard University in Washington DC.
Lee J. Moore, MHSA – Director (Consultant) of Wellness Programs
Mr. Moore is a seasoned healthcare management consultant with over 15 years of technical and managerial experience in healthcare management, strategic planning, clinical administration, operations, wellness programs, provider relations, hospital and community-based facilities stakeholder development. His prior senior management positions include:
- Consultant/Project Manager for Ascension Health at Providence Hospital in Washington, DC
- Administrative Resident/Operation for Howard University Hospital in Washington, DC
- Operations Associate at VMI Long Term Care in Washington, DC
- Clinical Administrator for the Asian Pacific & Islander Wellness Center in San Francisco, CA
- Technical Monitor for Quality Trust for Individuals with Disabilities in Washington, DC
His educational qualifications include a Masters in Health Systems Administration from Georgetown University, Washington, DC.
Helen Green – Director of Member Services and Fulfillment
Ms. Green provides healthcare management consulting services in the areas of customer services improvement, program recipient enrollment and re-certification for public health programs and HMOs, program compliance reviews, program administration, development of policies and procedures manual, performance monitoring and improvement strategies, community relations, and public health community service program planning and implementation. Ms. Green has accumulated over 38 years of relevant public healthcare program management experience in the DC area. She has directed and supervised enrollee services programs for DC’s Medicaid Program Income Maintenance Administration (IMA) to assist beneficiaries with eligibility determination, enrollment and disenrollment for Medicaid and the DC Alliance Program. She has managed resolution of member grievances and appeals to ensure proper benefit determination and member satisfaction. Prior positions include: Director of Member Services; Director of Customer Service, Enrollment, Recertification and Disenrollment; Senior Director of the District of Columbia IMA; and Senior Director of DC Healthcare Alliance, Washington, DC. Ms. Green holds a Bachelor of Science Degree from Spillman College, Tuscaloosa, Alabama.
Charlie R. Johnson, Financial Controller
Mr. Johnson has accumulated over 20 years of accounting, financial management and financial reporting experience from his prior positions as the controller and financial manager for healthcare care companies, HMO’s, government contractors, bank regulatory agencies and non-profit organizations. His prior positions include senior consulting and accounting manager and professional at Deliotte & Touche, LLP, Alcorn & Cureton, Gowin & Company, CPAs, and Global Consulting Services of MD, LLC.
He holds a bachelor’s degree on Accounting from Hampton University and has completed numerous continuing professional educational courses in accounting, financial management systems, financial reporting, income taxes, financial auditing and financial management.
